California governor declares state of emergency as 2 wildfires rage

Two roaring wildfires in southern California prompted at least 2,300 evacuations and a state of emergency late Tuesday. More than 15,000 acres have burned down, officials said. Gov. Arnold Schwarzenegger proclaimed a state of emergency in Kern County in the southern Central Valley, according to a news release Tuesday night.
