All lanes of Interstate 95 are back open after a tractor trailer crash blocked northbound lanes earlier Wednesday, spilling dry ice onto the road. The crash happened shortly before 11:30 a.m., south of Route 288, just past the exit to Route 10 (mile marker 61). The driver, 33-year-old Brian M. Whitfield of Petersburg, was taken to Chippenham Hospital along with a passenger, both with non-life threatening injuries. Virginia State Police say both were wearing their seatbelts at the time.
