European Insurance Industry Urges EU for Legislation on Vehicle Data Access

Insurance Europe, along with nine other European associations, has made a strong appeal to the European Commission, urging President Ursula von der Leyen to expedite vital EU legislation on access to vehicle data. This call comes after seven years of discussions and highlights the growing necessity for legislation on in-vehicle data, functions, and resources.

The insurance industry argues that the current EU Data Act fails to address the quasi-monopolistic market structure and lacks the technical specifics needed for equitable data access. This issue is increasingly relevant as most modern vehicles are connected, offering significant potential for safer and smarter mobility. However, the monopolistic control manufacturers have over vehicle data is hindering service innovation and competition. This restriction is not only limiting consumer and business choices but also increasing prices and weakening Europe’s global competitive position.

The group emphasizes the urgent need for the EU to implement sector-specific legislation that ensures equal access to vehicle-generated data for all market participants. Such legislation would protect consumer choice, encourage genuine competition, and promote investment. Yann Arnaud, Director at MACIF, a French insurer, highlights the current lack of a level playing field in accessing vehicle data, which stifles competition and innovation. He asserts that the European Commission must act swiftly to introduce regulation that will enable insurers to offer better products and services, supporting climate transition and improving road safety. Additionally, open data access would prevent a few large companies from monopolizing data, leading to a more competitive market that benefits European citizens.

This collective demand underscores the need for regulatory changes to adapt to the evolving landscape of connected vehicles and the critical role of data in shaping the future of mobility and insurance services in Europe.
