Fraud Probe Targets Fake Insurance Testing Center in Miami-Dade

Wednesday, March 4th, 2026 Fraud Insurance Industry Legislation & Regulation

Florida investigators have arrested 12 individuals accused of obtaining insurance licenses through a fraudulent testing center operating in Miami-Dade County. Authorities say the operation allowed applicants to bypass the legitimate licensing process by having required coursework and state exams completed for them.

The investigation began in 2024 after the arrest of the operator of a financial services business in Virginia Gardens. Investigators allege the business functioned as an illegal insurance testing center that provided fraudulent pre-licensing education and exam services. According to arrest reports, the scheme involved completing online coursework and state licensing exams on behalf of applicants for financial gain. The activity also interfered with the state’s contracted testing vendor, which administers legitimate licensing exams.

Nearly two years later, investigators identified 12 individuals who allegedly used the operation to obtain their licenses through fraudulent means. Authorities say the suspects are now facing charges that include organized scheme to defraud and related offenses.

For insurance carriers and claims professionals, the case highlights ongoing risks tied to licensing integrity. Adjusters rely on the credibility and qualifications of agents, brokers, and other licensed professionals involved in claims documentation, underwriting records, and policyholder interactions. Fraudulent licensing undermines that system and can expose insurers to regulatory scrutiny, claim disputes, and compliance concerns.

The investigation also underscores the role of state regulators and law enforcement in policing licensing systems. Cases involving fake education providers or exam proxies can create downstream problems for insurers if improperly licensed individuals handle policies, advise policyholders, or participate in claims-related transactions. Adjusters and SIU teams often monitor these enforcement actions as part of broader fraud awareness and compliance efforts.
