Iowa Roofing Company Barred from Acting as Unlicensed Public Adjuster

Darren Reeves Roofing, an Iowa-based roofing contractor, has been ordered by the Iowa Insurance Division to cease promoting or performing unlicensed public adjuster services. This consent order, finalized on December 11, 2024, follows earlier cease-and-desist orders after the company was found to be negotiating insurance claims on behalf of clients—a role that requires a public adjuster license in Iowa.

The investigation revealed that the company represented itself as working directly with insurers, such as Farm Bureau Financial Services, to negotiate claims on behalf of clients, including a farm operator whose property was damaged in a 2022 storm. Despite being unlicensed, Darren Reeves Roofing requested claim adjustments for overhead, profit, and material classifications. Their promotional materials also advertised insurance negotiation services, which violate Iowa law.

Chance McElhaney, COO of the Iowa Department of Insurance and Financial Services, emphasized that unlicensed public adjusters create risks such as inflated expectations and delays in claims resolution. Under the consent order, the company is barred from negotiating claims, providing insurance advice, or taking any direct or indirect role in settling claims in Iowa. Contractors may still submit damage reports and estimates but cannot legally represent policyholders in negotiations.

The Iowa Insurance Division encourages contractors to operate within legal boundaries to protect consumers and streamline claim processes.
