Miami Construction Suppliers Charged in Major Workers’ Compensation Fraud Case

In a significant fraud case, three individuals affiliated with Miami-area construction labor suppliers have been arrested for underreporting payroll and defrauding workers’ compensation insurers. Juana and Luis Ledezma, associated with Superior Group Management Inc., were apprehended in January following an investigation by the Florida Department of Financial Services. Their scheme involved underreporting payments for labor services by approximately $2.1 million to Clear Spring Insurance Co. in 2020.

In a related case, Angel Santos Tzunun, the owner of Angel ME Construction Corp., was arrested on similar charges. Investigations revealed that while Tzunun reported an annual payroll of about $170,000, his firm had actually collected over $2 million for labor services, leading to a shortfall of around $111,000 in premiums for Florida Citrus Business and Industries Fund.

These arrests highlight a significant issue in the construction industry where fraudulent reporting can lead to substantial financial losses for insurance companies. The defendants, if convicted, face severe legal consequences, including potential imprisonment. This case underscores the importance of accurate reporting and compliance in the insurance industry, especially in workers’ compensation.
