Superfund Reform Revived In House Bill

Long-dormant efforts to achieve significant Superfund reform may have been revived last week when the House Transportation and Infrastructure Committee reached a bipartisan agreement on reform legislation. The breakthrough came after months of discussions among committee leaders, particularly Rep. Sherwood Boehlert, R-N.Y., and Rep. Robert Borski, D-Pa. The bipartisan bill, H.R. 1300, contains modest liability relief, encourages more economical remedy selection and provides funding to clean up polluted urban sites known as “brownfields.” In addition, the compromise bill contains a completely new wrinkle in that it would begin to phase down the Superfund program by reducing its funding over the next eight years.
