Officials attribute the longer approval process to several factors. FEMA’s assessment process has also grown more complex as disasters increase in frequency and severity. Meanwhile, workforce cuts and a reshaped federal role have raised concerns about FEMA’s long-term capacity.

The delays highlight the tension between fiscal caution and rapid disaster response.
