Meteorologist rates tornado, says Metra arena was hit first

"I'm pretty confident it was at the top end of an EF2," said Keith Meier, meteorologist in charge at the National Weather Service office in Billings, after touring the stricken area near Lake Elmo Drive and Main Street on Monday morning.
