
When the history of the chaotic Katrina relief effort is finished being written, a chapter will be devoted to ice, and to the trucks that toured the country for several weeks, many never delivering a single cube to the victims of the storm. FEMA claims that it bought 182 million pounds of ice, however less than 40 percent of it was actually sent to the gulf coast and used by hurricane victims. The rest, FEMA says, is being positioned thoughout the United States in various storage facilities for future storms.
