Duke Energy has asked the U.S. Department of Energy for an emergency order under Section 202(c) of the Federal Power Act, citing concerns that extreme heat across the Carolinas could push electricity demand beyond available generation capacity and threaten grid reliability. The request, submitted June 11, seeks authorization for certain power plants to operate at maximum output levels through June 12, even if doing so temporarily exceeds air emissions or other environmental permit restrictions.
The utility said a prolonged heat wave is expected to bring temperatures into the mid-to-upper 90s across its service territory, with heat index values reaching as high as 106 degrees. Duke forecasts peak electrical demand of approximately 21,285 megawatts in its Duke Energy Carolinas territory and 13,345 megawatts in Duke Energy Progress territory. Company officials warned that some generating units may be unable to provide needed power because of environmental permit constraints, raising the possibility of customer load curtailments if additional generation cannot be brought online.
Duke Energy said it has already activated emergency operating plans and implemented conservation measures, including public appeals to reduce electricity use, demand response programs, voltage reductions, large customer curtailments, and purchases of additional power supplies. The company estimates these actions could reduce demand by hundreds of megawatts, yet it remains concerned that available resources may still fall short under the most extreme conditions.
